PPS Training Session: Decolonisation of the policymaking process with Kirchuffs Atengble

Learning objectives

By the end of this session, learners should be able to:

1.ÌýÌýÌýÌý Internalise the concept of decoloniality within policymaking processes

2.ÌýÌýÌýÌý Determine opportunities within policymaking processes to pursue a decolonial agenda

3.ÌýÌýÌýÌý Evaluating whether or not a policymaking process has been decolonised

Course Overview

Decolonial theory had gained prominence in recent times, which is largely attributable to persistent abuse of power in many circles. The policymaking process at many levels in society is considered a technocratic process, hence the vast majority of potential beneficiaries of policies are either abandoned in the process, or engaged at some limited stages. This session will explore the concept of decoloniality within the policymaking space, exploring its applicability across different levels of society. Learners will be armed with an understanding of the intricacies of public policymaking, the need for decolonising the process, while aiming for impactful policies, and an ability to determine the extent to which a process has been decolonised or not.

Speaker's Bio

Kirchuffs Atengble is the Founder and Executive Director at PACKS Africa, a youth-led Pan-African think tank dedicated to enhancing the integration of research and evidence into policy processes and practice. He is also a Convener, and Coordinator for Policy Research, at Democracy Hub, the organizing body behind #FixTheCountry, a prominent protest movement in Ghana.

With nearly 15 years of experience in evidence-to-policy work, Kirchuffs has played pivotal roles at local, national, and regional levels, fostering collaborations that drive impactful interventions for human development. His expertise spans policy research, advocacy, and evidence-informed decision-making, making him a leading voice in bridging the gap between research and governance.

Kirchuffs is currently pursuing a Doctorate in African Studies at the University of Ghana, while serving as Visiting Faculty at the ÃÛÌÒTV (UK). He is also an Advisory Group Member of the Africa Evidence Network (AEN), contributing to knowledge exchange and capacity-building in evidence-informed policymaking across the continent.

With a strong commitment to democratic accountability, civic engagement, and research-driven governance, Kirchuffs brings a wealth of expertise and a track record of influence in shaping policies that foster social justice and inclusive development.
